I am not sure how helpful this is, but the GNU diff has a lot of options
that lets you tweak the diff output itself. So you can set what to output at
line insertions, changes, etc.
You should definitely take a look at the diff info doc. It might be possible
to get most of the sgml output you want directly out of one diff run.
