May I suppose your method would work using fakeroot, except for the
chroot ?  I'll surely check this idea when I decide to add build-deps
to my packages.

Anyway, probably it is worth building a tarball of a clean
build-essential chroot environment once done - that would save running
a couple of commands as root -, and maybe it is even worth doing a
package for such a tarball, but I'm not sure where we would place it.
