If you do make any changes please consider applying them only to the
configuration stage - for instance aborting a configuration if other
dependencies are broken?

Increasing the restrictions on the unpack phase will make multiple cd's a
bigger pain, and probably wreck any dselect methods that don't order. Even
aborting configure might cause some pain :< (ie: I can't configure libc6
because I have the wrong libc6-dev) 

If I read the bug reports correctly, dpkg allows you to configure things
when other packages dependencies on those things is unmet.. Which means it
does not inspect reverse dependancies and reverse provide dependancies.
