Not really, the level converters are at the serial port end of the cable. It's fairly common for them to be powered from the adjacent serial port rather than have to put another core in the cable and another pin in the rig connector.

Anyway, if it works in Windows then all I can suggest is sticking a scope on the opened up connector and see what it's doing in both Windows and linux to find out what the difference is.
