Because nobody is working on it and it is not a primary goal to add this
feature. If someone says "Hey, I will make GNU Mach modular" the situation
changes.

However, the only thing I really want to see in GNU Mach are Linux character
devices. Everything else would be a nice-to-have, but porting the Hurd to
another microkernel would be probably preferable.
