What's this "grub-boot.image" thing?

I suggest you get the latest GRUB (0.5.92 at least), and put stage1 and
stage2 on an empty disk.

dd if=stage1 of=/dev/fd0 bs=512 count=1
dd if=stage2 of=/dev/fd0 bs=512 seek=1

Maybe you are having an old GRUB which doesn't grok compressed serverboot
files?
