telnet in ipv6

Hai,
  I am new for ipv6 world and try to configure at my
end.

I have done basic configuration in my system and I am
facing the following problem

[root@gsaravanan root]# telnet ::1
Trying ::1...
telnet: connect to address ::1: Connection refused

But I am able to ping,ssh to ::1. 
I am also able to connect by telnet using 127.0.0.1 

Any thing to be configured to solve this prob?
