Do you mean binding to a local TCP/IP port? As long as the stock
kernel goes, I guess that the only limitation is that:

euid = 0 -> all ports
euid != 0 -> just ports > 1024

I don't know about any capabilities or ACL model which influences
TCP/IP ports.
