Technically, the U.S. is in a state of emergency. That gives the
President the right to control the export of munitions. Cryptographic
software is classified as munitions.
Note: it's not classified as the >>design<< for munitions it's classified
as >>munitions<<.
So, if CFS was exported from the U.S. in "live" form, without an
appropriate license (human readable paper and ink doesn't count as live),
that would have been an illegal act.
However, Debian doesn't need to speculate on whether a "live" copy of
CFS has left the country or not. We just need to make damn sure that
*we* don't export any live copies.
