That's contradictory.  The author needs to be contacted to clarify the
licensing conditions.  Perhaps he means `for non-proprietary use'.

     please send a mail to bibhas@interlog.com.

That's just a request, not a requirement, hence the `please'.  IMO,
IANAL, HAD.
