There was a long war over this earlier. Many people felt that for xxx use
comments weren't normative, and it was just GPL/Artistic licensed. 
Apparently either the consensus went that way, or no one cared enough
to do anything about it.

Oh, and this is going to legal, as that's the appropriate list.
