You count waiting for AM and NM process as sum?
When there are not enough AMs and some people do not try to learn
things while waiting in the queue, so what is wrong with that
numbers? I do not think one year is that long. And you cannot compare
current time to that years ago.
And coming back to that problem and seeing that there are applicants
not knowing much about packages and Debian: http://www.debian.org/
devel/join/nm-step1 has a list which includes all things an applicant
should know/agree with. In my eyes this list includes things to learn
about before applying, or am I wring here?

The conditions are strict according to that page above. But I am not
sure, if all applicants meet the conditions.
For those, who did not notice: I am not in the list, because I
contribute without applying for DD status. In most cases, nothing
would be easier (for me), if I was a DD.
