Another possibility:
For Cc:ing bugs there is an extended header like this:

X-Debian-CC: other-list@cosmic.edu

We could implement some other extended header for closing bugs:

X-Debian-close: 10002, 11930, 10109

Of course, for this to work, debian-devel-changes should be an intelligent
address by interacting with dinstall...
