Personally, I think as far as words in a packages file go, or as far as the output from dpkg -s goes, we ought to be satisfied with just ensuring that suggests: foo is only done from a Debian package if foo is another Debian package. Standard user tools like dselect and gnome-apt, or whatever, are something of a different matter though.
