Huh?
If we were building an independent (not debian) distribution
then I can see your point.
But we've already got a definition for what's debian vs. what's not.
And the point is: we are supposed to support non-free packages, we're
not supposed to make them a part of debian.

Exactly.
Non-free packages aren't debian packages -- even if we've graciously
decided to distribute them from our ftp sites.
I think a lot of people have lost sight of this.
