Splitting TeX and LaTeX in the current setup would not be a
necessarily easy job.  It would, however, reduce the size of the total
texmf tree by a fair bit.  But how would one decide which fonts to put
in the small base part, etc.?  Not easy.  And besides, LaTeX is used
by other software almost as much as plain TeX, I would guess.
