How does a package without any build deps differ from a package where the
maintainer has not recorded the build deps? Is it clear for things like
autobuilders to see if the developer has considered build deps and there arn't
any? Is it just based on Standards-Version? If it is >3.1.0 and there are no
build-deps that means the package does not have any?
Just a thought.
