Yes, something has screwed the RC buglist used as input by britney.  I think
it's too late to try to roll this back, unfortunately; I'll go ahead and
start trying to re-pull those packages that weren't in testing previously,
but for packages where only the new version was being held out, we're
probably stuck with those new versions in testing.
