APT with disc swapping support

I have prepared a version of APT that is a first attempt at disc swapping
during the install sequence. This is a very tricky difficult to test bit
of code so I need some people to try doing some installs using it.

It should get a pretty good approximation of minimal swaps, but I'm not
sure - it depends on lots of things.

Fetch the .deb at http://www.debian.org/~jgg/apt_0.3.11.1_i386.deb, run
apt-cdrom add over all your discs and see if it works :>
