Yes, I know dvips works fine with type1 fonts.

I see your point.  I misunderstood that you claimed that
xdvi worked with type1 fonts (directly) without corresponding 
PK fonts.

Well, if xdvi works with type1 fonts without PK fonts then
setting type1 fonts by default will save much disk space so
I think it is very good to do so.  But I agree that if xdvi 
still needs PK fonts it is reasonable to use type1 fonts for 
dvips by default.
