/var/log/dpkg.log suggests my last update was on 2016-11-10.

Correct, it was not a clean chroot. It has a lot of stuff installed.
Note that this is different to Wookey's original report in which he
can a clean chroot. Maybe I should have opened a new bug. Feel free
to clone.
