Hi,

I suspect in practise, it does not matter which variant you use.  In all
cases, we might need to check for multiple versions of dh_installtex
(assuming we don't spot regressions immediately).
  For debhelper itself, I just use the package version of debhelper due
to it being easier to maintain and it ensures I always remember to
update the version.
