Bug#872223: tex-common: fails to configure, fmtutils reports errors about missing files

This box is mostly-stretch with a number of packages from buster, so it may just be some
dependency missing after the move of those packages into texlive-htmlxml.

I have texlive-htmlxml 2017.20170808-1 from stretch here. If it is what tex-common dislikes,
it probably needs a Conflicts declaration ?
