0. Get into the dselect package selection screen.
1. Press O (that's capital O, not lowercase o) a few times, until there's
   a line "--- Installed packages ---" near the very top.
2. Go to the "--- Installed packages ---" line and press the '+' key.
3. Go to the "--- Removed packages (configuration still present) ---" line
   and press the '-' key.
4. Go to the "--- Purged packages and those never installed ---" line and
   press the '_' key.

If at any point you get a conflict resolution screen, then you'll have to
make decisions as to what to do... Can't much help you there, except that
the 'R' key is your friend.

The only problem with this method is that it will forget any holds you've
placed.
