OK, I haven't read the LPPL and the debian-legal thread but I think you
are right.

muttprint (a package I maintain) has (experimental, though) utf8 support
included in the not released yet new upstream version.

It does that with exactly this package, so because I would want to
suggest ir even recommend this package I would have packaged it myself
when nobody wanted to. In fact, I do have a 66% ready package here..

So I would be able to help you as a mentor and evntually sponsor your
package when you want to.

I am not that LaTeX packaging export, but I maintain one LaTeX macro
package already and therefore can give you some tips.
