Bug#922227: apt-file: please dont ship config file with 'PDiffs "true";' set

Dear Maintainer,

I don't like (apt's) PDiff feature, so I disable it everywhere. However,
on the few machines/chroots where I like to install apt-file,
/etc/apt/apt.conf.d/50apt-file.conf is installed, which set's 'PDiffs
"true";', overwriting my configuration choice from /etc/apt/apt.conf.d/$mine.

Could you please ship a /etc/apt/apt.conf.d/50apt-file.conf by default,
which doesn't do that?
