main depending on non-US/main (Was: ITP seahorse

I'm planning to change the dependencies on dupload. The default uploading 
method is scp/ssh and we now have a free ssh. So there is no longer a reason 
to keep 'Suggests:ssh' when I could put 'Depends:ssh'.

Will it move dupload to non-US? If so, is it accetable?
