The "default" list, such as it is, does not include all three parts.
I installed potato on a system last week (over the network), and it
specifically asked if I wanted to include non-free in my sources.list;
furthermore, the default answer it offered to that question was "no".
(The defaults for contrib and non-US were yes.)
You can see this for yourself by running the apt-setup program (which
I think is in base-config, but it may be elsewhere).
