It says (leaving out the etymology and examples):
Vandal:
A. sb. 1. Member of a Germanic tribe, which in the 4th and 5th centuries
invaded Western Europe, and established settlements, esp. in Gaul and Spain,
finally in 428-9 migrating to Northern Africa. Chiefly in pl.
2. transf. One who acts like a Vandal or barbarian; a wilful or
ignorant destroyer of anything beautiful, venerable or worthy of preservation 1663.
B. adj. 1. Of or pertaining to the Vandals (or a Vandal) 1613.
2. Acting like a Vandal; recklessly or ruthlessly destructive; barbarous, rude, uncultured 1700.
3. Characterised by vandalism or lack of culture 1752.
Vandalism. 1787 The conduct or spirit characteristic of the Vandals in
respect of culture; ruthless destruction or spoiling of anything beautiful
or venerable; in weakened sense, barbarous, ignorant or inartistic treatment.
There is no mention of any distinction of ownership.
