you've pointed out the very subtle difference in your own argument -- data
files that are only useful *with* a program in the distribution as opposed
to *for*. the difference is purpose vs. usability: without an html reader,
all my html documents are useless to me (better yet: ms word format), but
the purpose of those documents are not to tell me how to make/use/whatever
my html reader; they have other purposes. by contrast, the egcs-docs are
very easily made use of if i have a texinfo/text/whatever reader, but i
won't care about them if i don't have egcs, so you could say they are only
useful *for* an egcs user, and are thus related intimately with the egcs
package (which there's no argument about whether it goes in the distribution
or not ;). make sense?
