Yes, I have. I think that I can do something similar without needing
to repack into an intermediate form. (I'm sure I'll look at other
packages if need be while writing this code.)

By this, do you mean looking at unpacked archives, or generating a
list of differences between packages? A cursory search didn't find
anything about the latter, but I didn't really know what I was looking
for.
