Then dhelp is broken. It is perfectly acceptable for a package to use
/usr/doc/foo and not /usr/share/doc/foo (for the potato release). If
dhelp can only support one or the other, then it needs to support
/usr/doc/foo, and assume that package that use /usr/share/doc/foo will
have the compatability symlink, as required by policy.
