I agree that it would be good for it to be possible for packages to be
configured sooner rather than later.  However, no matter how urgent
you feel this is, it will take a while to do.  There are two main
reasons:

1. It would require some restructuring of the most complicated parts
of dpkg.

2. There are issues to do with configuration prompting that really
ought to be dealt with.

I will deal with both of these issues when early configuration gets to
the top of my dpkg worklist.
