I believe this is netbase.  If I'm right, it was discussed recently
and I think the answer was that the current netbase has some small
misconfiguration in /etc/nsswitch.conf.  I can't remeber exactly what
the solution was, but if you search debian-devel (or was it
debian-user?) you should find the relevant bits.
