New debian-uk list

There's been an obvious need for one recently, so I've just set up a new
list for Debian people in the UK, debian-uk@chiark.greenend.org.uk. It's
mainly intended for UK-specific discussions, such as those about
get-togethers and conferences, but also for general discussion on UK
issues.
