Just where is this one standing?  I thought we'd reached a consensus that
packages should NOT use rc.boot, but it should be left for sysadmins
because it's useful and update-rc.d isn't the simplest thing in the world.

The problem with this proposal is that it requires something most people
don't want to require.  If Chris would like to ammend the proposal such
that the upstream source CAN be bz2, but preference is still .gz if the
upstream comes as .gz, I'll second the ammendment.

It also helps if he wants to be the one to make dpkg-source and
dpkg-buildpackage work with bz2's..  ;>

I'd implement this as a necessary executive change and say to hell with
proposals and seconds and ammendments and suchlike.  "Intent to RFD on a
Proposal to correct a typo in section foo.baz of the policy!"
