That wasn't called out here but is part of the implementation details of the
plan.  The intention is still to go through binary NEW in experimental
before copying to unstable, because it will take time to get all the binary
uploads done (longer than it will take to get the sourceful uploads to
unstable done), so it's better to stage in experimental to minimize the
window in unstable when uploads can be broken.
