User-Level PPP

openssl is not required for the tunnel interface of the FreeBSD kernel
nor is it required for user-level ppp (AFAIK). It can be used if present,
but it is not necessary in the strict sense.

Other tools experience the same problem. Still, user space PPP is still a
very good candidate to start with, even if it means having to tweak some
parts of it (especially the tunnel interface). YMMV.
