agreed. why don't ask the fhs team why they left the link for this single
package ?

it will still be possible to install a new window system into /usr/X11R7,
or even better handle that with the debian package mechanism.
libx11r7(-doc,-dev) isn't a problem to handle.

with debian you can keep all three as deb's on your hard disk, and 
a single dpkg command will do the transition. btw : there is only /etc/X11,
not /etc/X11R6, so symlink changeing will maybe not be enough...

i agree, as far as i know, dpkg does not allow one dir being a symlink and a
real directory at the same time. it also doesn't allow two packages providing
the same symlink.

i disagree. fsstnd/fhs made one big exception where it did not clean up the
filesystem. at that time they had reasons not to move x11 arround. x11r5/r6
might be the most important one. i'm not sure if this reason is still valid.
the longer x11r6 is it's own hierarchy, the longer you have to live and
maintain the drawbacks.
a cut is not easy to do, but better sooner than later IMHO.
