Rob,

As far as the interrupt is concerned, it's usually assigned by bios at
startup for PCI devices.  Check your BIOS setup and see if it allows you
to select which IRQ's are available for PCI devices, and which ones are
used by ISA devices.  I haven't done this for modems, but I had to do
it for my PCI network card.
