no static library



I'm trying to build tclmidi for debian.  It compiles a library for tcl,
which it calls tclmidi31.so. 

I ran deb-make,  selected library,  and it's giving me lots of funky
errors when it tries to compile for shared/static.  Is it possible (or
allowed) that there be no static library?  The package compiles fine if
you just do 
./configure
make clean
make

but the makefile and autoconf script don't have provisions for
static vs. shared.  

Sorry if there's a manual I should have read,  but the debian-doc homepage
has been unaccessible for me for at least 24 hours .. fatman seems to be
down.
